When you hover over the skill it'll say it has a Multiplier. That's the skill book's work. Skill books give XP Multipliers to your skills. 3x for Beginner, 5x for Intermediate. 8x for advanced. 12x for Expert. 16x for Master. The books allow you to gain skills much more quickly.
