My workaround was logging into Rockstar social club on the web, then downloading the client from their site and logging in with the same credentials I just used to log into the site. Doing that and bypassing FiveM, Steam, etc, it seemed to take. Once I was in, it asked to scan for game files and FINALLY I was in.108K subscribers in the rockstar community.
