Armor can have 1 material modification (buttressed, tempered, welded etc) and 1 miscellaneous modification (pocketed, padded, asbestos lining, jet pack etc) Modifications come in two different flavors the material modification and the effects mods. Material modification increases you're defensive stats and buttressed is the best matmod.Go to Regs at Vault 79. The gold bullion vendors at Crater and Foundations only sell the Pepper Shaker mod plans at Ally reputation level whereas Regs has no rep restrictions.This is objectively the best Headwear in the game. Finally suited up in full Secret Service armor. Stat wise is it worth the grind? There is of course also the Solar and Thorn armor, and an argument could be made that Solar is actually the best-in-slot armor. However, that depends on your build.
